  4. garden centres,
  5. hardware and building supplies,
  6. kiosks,
  7. landscaping material supplies,
  8. markets,
  9. plant nurseries,
  10. roadside stalls,
  11. rural supplies,
  12. shops,
  13. timber yards,
  14. vehicle sales or hire premises,

  but does not include highway service centres, service stations, industrial retail outlets or restricted premises.
